Site Selection & Preliminary Design

Atlantica's development team evaluates candidate sites based on solar resource quality, land availability, grid proximity, and community context. Preliminary wind and solar resource assessments are conducted, landowner outreach begins, and initial lease agreements are secured. Conceptual layouts and energy production estimates are developed to assess project viability.

Stakeholder Outreach

Atlantica engages openly with local residents, landowners, county officials, and community organizations. Public open house events are held, a dedicated project website is launched, and direct outreach is conducted with neighboring property owners. Community feedback is incorporated into project design and planning decisions throughout the development process.

Environmental Studies

Comprehensive environmental surveys are conducted across the project area, including assessments of wildlife habitat, wetlands, threatened and endangered species, cultural resources, and soil and groundwater conditions. Findings are used to refine the project layout to avoid and minimize impacts, and are submitted to state and federal agencies as part of the permitting process.

Permitting

Permit applications are submitted to the Illinois Commerce Commission and other relevant state and local agencies. Public hearings are held, giving community members the opportunity to formally comment on the project. Atlantica works closely with regulators to address any questions and conditions. Construction approval was granted by the ICC in September 2025.

Final Engineering & Construction

Construction is currently underway, with civil works, panel installation, and electrical infrastructure being built across the project area. Over 400 new construction jobs are being created, with priority given to local workers from Coles and Clark County. The project is expected to reach mechanical completion by Q4 2026, followed by commissioning and grid connection.

Operation & Maintenance

Once operational, the Hickory Grove Solar Project will generate 200 MW of clean electricity, enough to power approximately 60,000 Illinois homes annually. Atlantica's in-house operations and maintenance team will manage the facility, ensuring maximum performance and reliability throughout its ~30-year operational life. The project will generate over $50 million in local tax revenue during this period, benefiting schools, roads, and public services in Coles and Clark County.

Decommissioning & Land Restoration

At the end of the project's operational life, Atlantica is fully responsible for removing all equipment including solar panels, inverters, racking systems, and underground cables. The land is then restored to its original condition for return to agricultural or other use as agreed with landowners. Solar panels are over 90% recyclable by weight. Decommissioning obligations are secured through binding contractual agreements with landowners prior to construction.
